Los retos que la Administración debe afrontar en relación con la gestión de un espacio tan complejo y peculiar como éste son numerosos, muy variados y nunca fáciles. Para afrontarlos se requiere, más que en ningún otro caso, esa visión global que siempre conviene muy particularmente a cualquier gestor del medio natural. Porque los gestores de este Parque Regional deben realizar diariamente un ejercicio de conciliación de intereses contrapuestos, a veces antagónicos, armonizando el aprovechamiento de los recursos, el uso social y la propia ordenación del territorio con la preservación -irrenunciable- de los elementos valiosos desde el punto de vista natural.

Law 6 / 94 by establishing the Southeast Regional Park

Law 6 / 1994 of June 28 on the Regional Park around the axis of the lower reaches of the River Manzanares and Jarama, provides, as instruments to ensure compliance with the objectives that motivated its protection, the Plan Natural Resources Management and the Master Plan for Use and Management of the park.

Natural Resources Management Plan

The Natural Resources Management Plan was approved by Decree 27/1999 of 11 February.

"The object of this Plan to establish the necessary measures to ensure the protection, conservation, improvement and rational use of natural space built around the axes of the lower reaches of the river Manzanares and Jarama considering the socioeconomic development of populations included therein, as well as actions to guide the regeneration and restoration of degraded areas within their scope.

The Natura 2000 network in the area of the Protected Natural Area

This site, 51,167 ha distributed among 29 municipalities, has a morphological structure associated with four rivers: the rivers Tajo and Tajuña, in all his tours of the Community of Madrid, and the sections of the Jarama and Manzanares downstream San Fernando de Henares and Madrid, respectively. This circumstance also makes the occupancy rate of rivers in the LIC is relatively high, 4.33 m / ha.
